I agree with you here.
The main reason why cards can get rejected due to scratches on the holder is because buyers were using it as a method to return a card.
They would say the scratches on the holder fell under the umbrella of "not as described" and initiate a return. In reality, the most likely reason they were returning the card was either due to buyer's remorse or the fact that the card's value dropped significantly during the few weeks they had the card.
This is why eBay now checks for scratches during the authenticity guarantee process, so an unscrupulous buyer can't use it as a reason to return the card
