Since this is the first I have heard of these blank backed cards/sheets I would say they are significantly rarer than the cards cut from the display and possibly unique.

I'm not sure, I think there's a good chance the displays are blank back while the uncut sheets are regular back. I would assume the displays were early production pieces so it would make sense, especially how they are hand cut as well. But of course I can't prove that. They very well could be unique as you say and were scraps or defective saves of some kind.
