Very nice program. Like the others, I don't think restoration is worthwhile, but like you, it would bug me to have the front cover detached. I have repaired several of these type of programs and yearbooks, reattaching the cover or pages that have separated. It is a fairly easy DIY project, takes about an hour, and while the repairs are not entirely invisible, they are unobtrusive and the programs look much better. If you're not all thumbs you should be able to make the repair yourself.

I never use regular tape for these repairs. I use Lineco Mending Tissue since it is only 1/2" wide and holds up well. They also have a Mounting Tissue which is a little more durable, but it is wider and is a little more visible when applied. If the program isn't going to be opened and closed frequently I would use the Mending Tissue. Both are archival safe and could be removed with mineral spirits (although I have never tried the removal process). If you want, send me a DM and I will send you the steps for the repair.
