Grading doesn't matter when it comes to fine art. Nor does restoration. But authentication is all-important. Therefore the provenance of a piece is key.
And of course it's "expert" opinion that determines whether a piece of artwork is "fine" or not. Therefore if a 150 year old painting is found in a garage and it's adjudged to have been painted by Vincent Van Gogh, it's "worth" $millions. But if it's adjudged to have been painted by some other painter living down the street, it won't fetch a euro. But of course it's the same painting and its quality hasn't changed.
