Not all that unusual. The team probably reached out to a local company or companies for a sponsorship. They contract locally for a set and a print run of some amount, then it gets produced and given away at the stadium as a promotion of some sort.

Find a schedule during that year and see if they have promotional dates listed on it. Chances are, you can find the date they were given out.

As for TCDB, that just means no one uploaded them to the site. The fact that they are not listed means not much really. Since you have one, you could take scans of the front/back and upload it to them. Then they can start tracking it.

Colorado Springs did a similar thing with an All Time Team Set. It was sponsored by KRDO and Bills Sports Collectables then given out as a promotional give away in the 97 season. Someone obviously got one and uploaded it to the site.
