I would have to check my full set notes, but here are the players that generally speaking, when collectors are closing in on completing signed sets between 1969-1972 they struggle to track these down. There are probably another 10-15 guys that most would consider "tough" and the same amount of guys that aren't difficult but are expensive. I'm likely forgetting someone or two if others want to chime in.
Passed Early
Herman Hill (1970) EXCEPTIONALLY Rare
Roberto Clemente (1972)
Gil Hodges (1972)
Chico Ruiz (1972)
Don Wilson (1975)
Ron Willis (1977)
Thurman Munson (1979)
Returned to Latin America after MLB career
Cesar Gutierrez
Cesar Tovar
Roberto Rodriquez
Chico Salmon
Roberto Pena (1984)
Generally Tough
Andy Messersmith
Frank Baker
Jerry Robinson
Gary Gentry
Paul Ratliff
Bubba Morto
Jeff James
Aurelio Rodriguez (Won't sign 1969 Topps)
Refused to sign. Finally relented and did a couple private signings at crazy prices.
Mike Marshall
I generally assume you are only talking about signed Topps Cards. Tony Horton never appeared on a regular Topps issue but he does have some regional and odd ball cards during that time frame and does appear on a the 1970 Topps Team card. Any of those are pretty much unicorns.
