The answer is yes, at least through 1938.
In the 1st 4 1/2 innings the host team (AL or NL) official ball would be used. In the 2nd 4 1/2 innings, the visiting league official ball would be used.
I came to know this by listening to a 1938 All Star game broadcast.
The broadcaster in the game announced this.
In the 1938 All Star game the NL ball was used in the 1st 4 1/2 innings since it was played at Cincinnati Crosley Field. In the bottom of the 5th inning the ball was switched to AL balls.
