Money. Some of his limited edition cards have a dramatic multiplier effect when signed and I think his business people don't want to allow that go on but haven't been able to figure out how to monetize it...yet. His Upper Deck Employee Exclusive Precious Metal Gems Purple /125 issue is a $5K card unsigned but Goldin got over $50K for one signed and slabbed. I'd hazard a guess that his people aren't about to let someone pay $500 and have an instant 100X-200X payday, so they are trying to figure out what price they can charge for which cards, which is not easy when it comes to a subject with a global base of card issues to choose from. Ultimately, I'd expect him to do some sort of private card signing deal with one of the big shot companies so that they can skim off a big chunk of the value added, the way Koufax does.
