Angry 1979 Topps Wayne Gretzky RC Question??

I suppose I am going to turn a short story into a long one here but I am looking for some input from the knowledge of the collectors in this forum.

I picked up a nice looking 1979 Topps Wayne Gretzky in a trade at a show. When I put in in a magnetic I noticed it appeared, very slightly short from side to side. When I say very slightly I am talking about 1/64th of and inch. I confronted the person and he told me if I was not satisfied he would make it right. I told him I was going to send it in to get graded and we can go from there.

I sent it in to PSA and I got this back with an ungraded card and no charge.

I called PSA about why it was not slabbed and they told me the card appears to be under sized from the factory and that there was no evidence of trimming.

I then sent into SGC and clicked the "Authentic" box and I received this back.

I then searched 1979 Topps Gretzky minimum size on 130 Point and I was amazed at how many there are.

My question to the forum is, why are there so many undersized, what caused it and why don't grading companies adjust their minimum size requirements if there obviously are so many out there?
