No that is not the problem.
If that was the problem then there would be examples which were readable from situations where they are not in a hurry, and generally speaking there are not.
The problem is a lack of respect for the collector / fan.
I am aware of a rock star who many have heard of who signs legal documents in an unrecognizable scribble, but who signs autographs carefully and neatly in a way that is completely 100% always readable.
Of course he seldom signs autographs, but when he does, it is a piece of art similar to the vast majority of autographs signed pre-1980 and all autographs pre-1950.
