Relief pitchers are consistently not very good when you look at them as a whole. It's not uncommon to see ERA's in the 4 and 5 range for bullpen arms. Starting pitching isn't much better on the whole either. If you have a 4.15 ERA that's considered pretty decent now.

The modern baseball has been altered. Over the past several years, the stitches have been sewn down closer to the surface, making the ball more aerodynamic. This could explain why so many pitchers today can throw 100 MPH.
