eBay does not care in the least, to put it mildly. Their model since the 1990's now has been to sponsor this type of stuff with minimal and sometimes zero intervention. It's ludicrous this far into the 21st century that not only are these listings permitted to stand, but eBay will go so far as to advertise cards like this and $100K Fleer Jose Uribe cards in my Facebook feed. Really?
If they cared about collectibles at all as a true "category", they would have hired professionals who know something about cards in this case to manage it - decades ago. But this is not their model, and I doubt it ever will be. Gimmicks like (re-) "authenticating" cards that are already in PSA and SGC holders are just window dressing to make it appear as if they care somewhat. I suppose it does at least marginally cut down somewhat on fraud at a large scale, but to the original point - some of the stuff that does not pass the test should never have been allowed to be listed in the first place.
