The website you provided a link to isn't entirely correct.

The flip they say was first and issued from 1991 to 1992 was used atleast until 1996 as I submitted cards in 1996 that had the flip as the 1982 Topps Ronnie Lott example.

The original flips had no number, just the alphabetic grade vg/ex, mint, etc.

I will find my NSCC program from the first Atlanta National where the PSA ad shows such flips. It has been years since I encountered the original flip with no numeric grade in the wild.
