+1 Agree. The rules should be better defined if possible and then if the pitcher is caught he is ejected and suspended.
Knowing Max he probably played by the rules Rosin and Sweat but probably pushed the rules to get an advantage with the amount he used and they got busted.
I wonder if it would be better if each starting pitcher got an even amount of rosin and they can use as much as they want of it whenever they want but once they are out of Rosin then they get no more.
