Doug, it’s complete and utter speculation and very likely not taken by Charles. Though he did take some very good focused dugout entrance shots that remind me of Grover. Also, the photo is from New York where Charles was based (not saying much of course, many many were based in ny)
Will attach a few nice dugout step shots Charles took.
And a shot Heritage assigned taken by conlon that is from the same year (1928) that I found. Grover shown standing in a very similar spot.
