In short, PSA is an absolute mess, don't waste your time, go SGC.

Lastly, I will likely just leave this in the PSA holder for the time being. I really love the card so I don't really care what it grades (the color is so vibrant front and back), but the case has left a sour taste after this experience.
I could be wrong and it wouldn't be the first time. The review is just to see if there is any new damage to the card because of the holder damage. It has absolutely nothing to do with changing the grade unless the damage to the holder caused damage to the card.

I also believe if they change the grade without damage to the card from the holder they "pay" you the difference between the original grade and the new lower grade.

At least this is how it used to work.
