The Postmaster's boss is usually the POOM. Most POOMs are worthless but they are usually not too happy with anyone turning away revenue. Not a lot of things you can do to get fired at USPS but that driver is looking to work at Walmart. There is no such rule. Most offices would have the driver make a 2nd trip if they had to (with pay).
