1967 Topps Pin-Ups #23 Harmon Killebrew cards graded PSA 10 and no straight PSA 9s, either...just two with qualifiers - this OC one and another nearly identical one. That's it. So, depending on your pop definition, it could be said that there are "none higher."

It's funny how just like virtually all of his 1972 Topps 'In Action' cards, this guy (and the other OC one) has that same leftward tilt happening.
