My guess is they are considering that one MC because of the number circle on the back, and it looks like it was lightly touched where the card was cut. But true it can be inconsistent. If you follow the letter of the law with PSA grading standards, down to a 1.5 they say that a card must be 90/10 or better, so in theory I think they sometimes call cards worse than that but still with a sliver of true border showing (95/5?) "MC" even if technically they aren't really, but it's close.
