It very well could mean 'there's no way in heck we're putting that card in a holder.' I received the same looking thing on a 1963 Topps Berra that I submitted in the group sub. We didn't mark 'no qualifiers,' so PSA simply refused to grade it and wrote 'MISCUT' on the printed sticker and returned the card.
Someone else here would probably be better at spelling out the technicalities of what I am trying to say here, but my main point is that there are two types of miscuts - one that would get a qualifier, and one that doesn't fit into PSA's grading standards and is sent back ungraded.
Good luck.

Thanks for the insight. I posted the label too so folks could see what's going on. It may be that a resubmit to PSA would get it slabbed, or it might take trying another TPG. I sent this to them back in July, just got it back. I don't have the patience to resubmit it myself.
It's a clean card, looks great from the front, but clearly offset on the back.
Hopefully someone will appreciate it. Jolly, I would think this one is right up your alley!
