I have no idea who this douche-knuckle is, but his intent seems pretty obvious. Read this part of his quote:

He wants to scare the heck out of anyone (who actually pays attention to him) into selling their cards, so he can pick them up on the cheap and flip them as the market continues to soar. There's no difference between him spewing his fear tactics and the gruff, pot bellied dealer at a card store telling you how your (valuable) cards are pretty much worthless, so he'll take them off of your hands for a mere song.
