That could be, I don't know what the original print runs were, but for whatever reason there are sure more 61 Mantle All Stars graded than 62s. Look at PSA 6 for example, there are 562 1961s and 494 1962s. But even though there are more 61s the price is still higher, $350 on average compared to $175 for a 62.

Same with the 59 and 60 All Star cards, there are more PSA 6s out there but still the price is higher than the 62s. For the 1959 All Star there are 598 graded PSA 6 and the average price is $260. For the 1960 card there are 791 graded PSA 6 and the average price is $220.

Of all Mantle's All Star cards, the 1962 has the lowest population graded at each grade, yet the prices are also the lowest. Based on the math this card is undervalued.
