Ted,

I think there might be a possibility you have your NY tobacco tax district designations mixed up. Below are a couple of period sources that show the tobacco tax districts from the IRS and from a publication of the time. Also, note one of the district changes that occurred in the images. At some point the second and third districts were consolidated into just the second district. This change can be seen on the Turkey Red and Egyptian Deities examples. Although Factory 7 3rd District was not a designated T206 factory, it tells an interesting story about tobacco tax districts. I believe that the Turkey Red, Egyptian Deities and others would have been coming out of the Soterios Anargyros factory located at 1322 Avenue A in Manhattan, which has been long demolished and had a street rename as well.

Why Factory 7 3rd District is interesting…
It leads me to believe that the Kinney Branch of the American Tobacco Company would be Factory 30 2nd District located at 517 West 22nd Street in the Chelsea neighborhood of Manhattan’s West Side. This then points to the Penn Street Branch of the American Tobacco Company to be known as Factory 649 1st District located at 58 Penn Street in the South Williamsburg neighborhood of Brooklyn. Luckily, what I consider to be Factory 30 2nd District and Factory 649 1st District remain in good shape with one being a school and the other an apartment building.

I'm curious to see what others have to say. Maybe this is known by some or I'm way off base. There seems to be a pretty significant amount of evidence to suggest I'm not thinking crazy. Would love to see evidence to contradict this. Just don't want to bore people if no one cares.
