Oh man, I totally missed the %. I think if it goes over 100% it could certainly go way over 100%. But I am not sure it gets past 50%. So I agree with the range that Howard set forth. The one thing I am pretty sure of is that this card will not go for 100% / FMV for a normal SGC 4. This card will either go for way more or way less than a normal SGC 4.
