It's a legit question... but there would need to be iron-clad evidence that the pennant was a commemorative issue (made years later).
Also, that Halper sale was what... almost 20 years ago? The 1919 ChiSox Pennant might sell for even more now!
With regard to the highest price eve paid for a pennant... I think Greg nailed it with the Red Sox. I cannot recall a more expensive one.
