USPS should offer a paid service where you can open the package in front of one of their employees and they can document the contents. That way there is never any question about what was received.

If you buy an expensive item and you want to make sure you receive the exact item you purchased, you could use this service.

If you sell an expensive item and you want to make sure the buyer doesn't claim they received a different item than you sold, you could use this service.

It would protect the buyer and the seller.

It would be like any other postal service, paid at the time of postage. The recipient of the package would receive a note/email saying they have a package at the post office and would go in person to open the package and document its contents. Anyway, just a thought, but I believe it would stop a lot of the fraud.
