It does look like a WST, (technically an offset transfer, but hardly anyone uses that. )

It's pretty light, I don't think there's much premium. The darker offsets do bring a premium, depending on how clear they are.
The very clear ones are cylinder transfers, and happen on the press instead of after.

I didn't try a PB, but tried to force an offset on a beat SC common. Soaked, wrapped in paper and clamped in a vise for a couple days, probably a few hundred pounds pressure at least. No transfer.
It really depends on the hardening carrier for the ink pigment/colorant. Some won't transfer once dry, some will. I had an item that was well over 100 years old leave a transfer on a similar item while in the mail.
