The very first clip is dated February 2nd - when there were 8 confirmed cases in the country. The press conference took place in China Town to celebrate the Lunar New Year and address reports of discrimination towards Asian-Americans. I could not find the complete press conference, but below is the Press Release from the event: https://www1.nyc.gov/site/doh/about/...ronavirus.page

“We are continuing to work closely with our partners at the CDC, State and federal government as the coronavirus situation evolves,” said Health Commissioner Dr. Oxiris Barbot. “If you have traveled to the area affected by the outbreak in the last 14 days and feel unwell, call your doctor or visit a clinic, and you will be cared for. Also, practice everyday precautions like you would during flu season — wash your hands frequently, and cover your mouth and nose when you sneeze. We remain grateful to all New Yorkers for their cooperation.”

If the implication from the highly edited video clip was that New York Health Officials weren't taking the matter seriously at the time, I would disagree.

This is the problem with fake news, edited videos and biased sources.
