COMC has them linked as insert parallels to the 2003 Donruss base set. If you buy a pack online, you may be able to see what the insert ratio was and whether they were retail or hobby exclusives. You can look up the complete set boxes to see what was given away in them on worthpoint or eBay sold listings.
Since every card had a different print run (based on the players career stat line), they would not have been sold in complete sets. I think you're overthinking this. Most people don't care where a $3-5 insert comes from.
