I can only speak of the state I live in. Here you have to declare the sales as income when you do your income taxes. State and local(city) taxes depend on the exact location you are having the garage sale.
As a general rule I have noticed the people who
don't pay their taxes are the first to complain when they don't receive the services they pay for.
EDIT: don't pay should be replaced by "complain about and try to not pay".
