Summer 2013.
I do it by searching for a year on COMC, then filter by Graded/PSA, then sort by Recently added and go to the last page.
Here is one from Panini Father's Day set which has a 21,8xx,xxx cert number:
2013 Panini Father's Day - Studio - Lava Flow #22 - Robert Griffin III [PSA*10*GEM*MT]
