Default Help/Info requested re this "stamp"

Sometime back in the 1990's when I was picking up all sorts of oddball items for my type collection, I acquired this item which was identified as being a "1938 Signal Oil Stamp." I don't see these listed in the Standard Catalog of Vintage Baseball Cards, nor am I able to find any info via a Google search. This example, which appears to be hand-cut, is about 1.625" X 2.375", is on very thin stock, and has a somewhat glossy surface; the back appears to have an adhesive like that found on a postal stamp. Bill Raimondi, the subject of this "stamp," played for the Oakland Oaks of the PCL from 1932 - 1949. Thanks in advance to anyone who confirms this "stamp" is from 1938 and/or provides more info, such as how they were distributed and/or where to find a checklist of subjects.
