Those are ballpoint pen ink "blobs." They occur immediately after the pen goes around a curve. The signature on the ball looks consistent with this rule.

It is only when the blobs appear in the middle of lines that they're suspect, although sometimes pens have all sorts of gunk that clogs the ink flow, so it all depends on how continuous the lines are and the general flow of the signature when making a determination.
