I don't collect OPC cards, but I think Cliff is right on the mark. It seems that PSA just sorta took the known variations of the Topps sets and listed them in the OPC sets. Perhaps just in the early days of the company? I remember seeing a listing for a 1967 OPC #128 Ed Spiezio "most of SPIE missing" card on their site some time ago, and I knew there was no way in heck the set had that very same printing anomaly.
