At THaT Time, My Quick Guess Was;
The Caramel had an Interior Wax Covered Papar.
THaT Came Over~Lapt, Spilt with the Caramel inside the Wax Papar.
The Card, I Imagine was Placed on Top of the Wax Papar,
Protecting the Card from the Caramels!
My Thoughts Came From Similar Types of Candies
THaT I've Seen Packaged & Wrapped From the 50's & 60's.
I THiNK Altoid Tins still come with the Wax Papar within...
