I believe I have only seen one example that has the white border--the one example of a dated version that I own does not have it. However, the undated examples I own and have seen all have the white border. Most of the images of 53 one cent wrappers on the Internet (and in completed auction house sales) are the undated version so for whatever reason the dated version appears to be harder to come by.
I believe the dated versions only were issued early in the season to alert the kids a new series was out. The 53 packs look very much like the 52 high number packs and I can see why Topps used the practice. Can anyone confirm what these dated packs contain? I'd expect only first series cards, although it's merely an educated guess on my part.
