I'd recommend the 1929 Imperial / Churchman. It's a UK tobacco card, which features all sorts of sports and baseball was included.

They aren't always under $100 but you can find them at that price with a little luck. I just sold a duplicate a couple of weeks ago for under $100.

The card doesn't specifically say it's Babe Ruth but it's generally accepted as a Ruth card. For my money, it's a great card.
