I was thinking the top one was a warmup jersey like the heavier ones they wore during the spring and before games. If it is the local team, well they may have worn heavier jerseys due to the games being player up in northern NJ and it would be cold through much of the first month or so of the season.
As for the 1908-09 debate, Miller wasn't with the Pirates until 1909, though he did sign with the team in 1908 and spent some time practicing with the club, so it's possible that's what they gave him. Not sure he would have been able to keep it though as a rookie there for a couple weeks. While the 1909 jersey would have been one he wore all season and it changed the next year, so I'd say it's more likely that one.
The jerseys are wrapped up and stored away in an old family trunk. I told them about a possible value, so they might want to look into insurance. I knew they existed, but had no idea one was likely a 1909 jersey. I was thinking later years in his career, and possibly the local team
