I believe Cliff is correct. I have a few (at least one?) like this. My theory is that the paper with card image on it was attached to the box cardboard during production. Over time or with help of humidity, the paper layer peeled away and became detached from the cardboard.
Does anybody have just the cardboard remaining from what was once a complete card?
I will have to look, but I think mine are from 1961 only.
