According to Robert's Rule The abstentions could go either way but in usual rules it would not count and the Aye and Nays would be the only votes that matter. Yet it also states that if the vote requires a majority (or 2/3) of votes
present, then the abstentions would count as a nay. So it really depends on the person conducting the vote and how they want to count the abstentions.
