Have to agree. He described the cut outs well. I think it goes under the heading, A Fool and His Money Will Soon Part Ways.

Even in the description he notes...
*THESE ARE HAND-CUT FROM THE PAGES OF THE BIG BOOK OF BASEBALL CARDS (1989, BEEKMAN HOUSE). THE CARD IS FEATURED IN A GLOSSY-PAPER REPRINT, WITH A DESCRIPTION ON THE BOTTOM OF THE PLAYER AND SET FEATURED. THE BACKS FEATURE THE BACKSIDE OF THE PAGE (EITHER A WRITE-UP ON THE SET OR A PIECE OF ANOTHER PHOTO). CARD PHOTO HAS A BEIGE BORDER AROUND IT - MANY OF THE MAJOR STARS AND ALL THE MAJOR AND MINOR SETS FROM 1887 TO 1989 ARE FEATURED. THESE MAKE A UNIQUE ADDITION TO ANY PLAYER OR TEAM COLLECTION, OR A CHEAP ALTERNATIVE TO OWNING THE EXPENSIVE ORIGINALS!*
I see no trickery here, just weird buyers buying weird stuff.
