I think the 74's get a bad rap for a couple of reasons. The set precedes, and is consequently compared to, the 75 set with it's powerhouse rookie crop and bold colors. When you take those away, the 75's are lacking to me because of the bland, uninspired photos. The 74's also suffer, IMO, because it is the first set to be released nationwide in one series.
I think the 74 set actually is quite strong for the following reasons: 1. Most of the action photos are outstanding; 2. The leader and all-star cards are the best of the decade; 3. The Aaron #1 card is just cool and an iconic 70's card; 4. The "Washington" variations provide an interesting subset that really isn't present in other sets from the 70's.
Having said this, we are supposed to pick the worst produced set. I will have to go with the 1970's due to the drab color. I would follow this up with the 1979's running a close second.
