Default Problem with eBay seller and item; warning

Seller eBay ID: Doug8896

As many of you know, I am a Jeffries collector. When I saw a longtime eBay seller list a 1910 die cut Jeffries item I was excited and I won the auction. The item arrived and I took a close look at it, and was suspicious, so using David Rudd's terrific guide [hi David] I quickly identified the item as a modern halftone print. I notified the seller and initiated a return.

The first sign of trouble was this PM I received in response to the return:

"I have purchased and sold items to you in the past, and I am not sure what you meant about the dot matrix pattern regarding this piece, but I do expect it to be returned to me in the EXACT shape that it was sent to you and then your money will be refunded at that time, Doug"

I sent it back and it was delivered on May 1st. Doug8896 relisted it on May 2nd, ebay item #331544532070

My refund has not been processed. I PM'd Doug8896 but he ignored it. I called eBay and was told that unless he approves the refund, it will not be issued except if I call back after May 11th and invoke eBay's guarantee, then eBay will fund it and take the money out of the seller's hide. So, he has the item and is selling it again and I am out my money for now.

You may want to avoid this seller.
