I have a small handful of oversized pennants. Since my primary objective is to display as many as possible, I make my holder to custom fit the size and dimensions of each one. A $15 plastic (and corrugated) board at Home Depot can be used to make the back of 4 or 5 such pennants, you will need a utility knife. Then I slide the pennant and its back as far as it will go into a standard soft pennant sleeve. This still exposes the wide end, because of its size, so I cut up two more soft sleeves to cover the top and bottom of the wide end, using clear tape to join them. The result is admittedly patchwork and not terribly pretty, and it may not ideal for preservation, but in a clean room there shouldn't be any problems and I think they still look okay.
