Topps' quality seemed to be abysmal during that time. Maybe because of the added competition of Donruss and Fleer forcing them to rush stuff out the door? Who knows.
I've got 5 or 6 blank back '83 Topps football cards I bought from a show dealer about 20 years ago. He claims he pulled them ALL out of a single cello pack. I don't find that hard to believe.
