From what I am reading, eBay's stance is that the seller should just re-list the item. If they aren't going to make the
winning bidder pay, they certainly aren't going to make the underbidder do so.
Maybe there will be some provision for a second-chance offer to be made to the underbidder, but we all know how well those are usually received.
