that means the printing presses were badly set up and those are usually fixed pretty early thus those cards are tough when they are like that. A few of us like cards like that (and those type of errors are expoding on pre-war cards. But most modern collectors don't like those cards, I do -- but would pay common price only for those cards and wait for someone to find those types of misprints
