From the listing:

'No Refunds offered unless cards are damaged. No Buyers Remorse Refunds will be given. If you aren't confident with your bid, then don't bid please. If you end up pulling a card that is worth less than the box, still no refunds given. Many companies such as Topps, Panini, UD, and others don't give any refunds besides replace single cards on damaged cards.'

Yeah, he's covering himself just the way Topps and UD and whoever else is left does these days.

I didn't say I'd be buying any, just what I thought his angle was.

Sort of an advanced version of the typical flea market or even retail "package of cards for $X" ---Sealed team set bag or maybe 50ct plastic box with a star or semi star on the top and bottom, and the rest almost guaranteed to be VG 88 Donruss. (Retail is usually 100 cards in a slick package for 5-6 bucks)

I do buy those retail ones once in a while, usually if it looks like there's a card I like on top or a bunch of something I collect inside. You get pretty good at recognizing some sets in a random stack. I had a big surprise in my last one. A 1965 common! Oldest card I've ever seen in one of those packages.
