For example there are a set number of subjects for Broadleaf 460 then that number is confirmed. How is the subject number before being confirmed (or in-process being confirmed) figured out?

Search through "Index" and search through "Checklists". Read about the print groups, it will help you understand how some unconfirmed cards are believed to be possible with certain backs. You will also notice under certain backs, they have cards recently confirmed, and cards that are unconfirmed but believed to be a possible combination that may show up.
All confirmations come from collectors input, typically when the card is located and verified. Then, it is listed as confirmed. If you have, or find, a card that shows it hasn't been confirmed on that site, please contact them and they will update the list-which helps all T206 collectors.
