No the flips where not returned. If you want a 10 and it has been graded a 9 already chances are much higher it would return a 9 if you returned the flip.

I will use one of the most graded modern cards as an example A Ken Griffey Jr Upper Deck PSA 9 sells for $40-50 and a PSA 10 sells for $260-300. If you find a nice looking 9 and crack it out you can resubmit it several times before they finally give it a 10 and still make a nice profit.
